Luannan County Steel Shovel Industrial Cluster is located in Kou Town, Song Dao, covering an area of 3 square kilometers. There are 178 hardware tool manufacturing enterprises, with an annual output of 280 million steel shovels and hardware tools, with a total of 14 categories and more than 1,000 varieties. Currently, there are 4 well-known trademarks in China and 32 famous trademarks in Hebei Province, with an annual output value of 4.6 billion yuan, accounting for more than 85% of the domestic market and 95% of the export market Named as "Hebei Small and Medium-sized Enterprises Industrial Cluster Area" and "Famous Town of Steel Shovel Industry in Hebei Province" by the provincial government, it is a national demonstration area for the quality and safety of export farm implements, and Song Dao Town is named "Hometown of Steel Shovel in China" by the Industry Association with Chinese Characteristics.

In order to realize the green and clean production of steel shovel industry, Luannan County insists on ecology first, continuously strengthens the concept of environmental protection, accelerates the popularization and popularization of advanced and applicable technologies such as coal to gas, carbon adsorption, electric energy substitution, water recycling and nitrite recovery, and continuously reduces the concentration and total amount of pollutants discharged.

At present, there are 127 coalfired enterprises involved in the whole town, 115 of which have been completed and 12 have been discontinued. After the conversion, 64 pipeline natural gas, 14 LNG tanks, 11 alcoholbased fuels, 14 electric furnaces, 10 twostage gas generators, 1 cold press equipment and 1 gas tank were used. All 85 steel shovel enterprises in the town obtained environmental assessment procedures and emission permits. The staged achievements in energy conservation and emission reduction and air pollution prevention have laid a good foundation for the scale expansion and sustainable development of the cluster.
